Three years too short: Rex Gatchalian seeks 5-year term for barangay, SK officials

House Committee on Local Government chairperson and Valenzuela Rep. Rex Gatchalian has filed a measure seeking to provide a five-year term for Barangay and Sangguniang Kabataan officials from the current three years.
House Bill 3689 aims to amend the Local Government Code of 1991 (Republic Act 7160).
In the explanatory note of his measure, Gatchalian underscored the importance of barangays as a partner of the national government to respond to development challenges at the grass root level.
“However, the current term of three years is seen to be too short to successfully implement effective programs and policies,” Gatchalian said.
He said the measure will also allow the government to save on election expenditures and resources spent to train new sets of barangay officials and members of the Sangguniang Kabataan every three years.
