More powers for mayors: House panel OKs bill strengthening Metro Manila Council

The House Committee on Metro Manila Development has approved a measure that will strengthen the policy-making authority of the Metro Manila Council (MMC) to improve the delivery of services within the mandate of the Metropolitan Manila Development Authority (MMDA).

The committee has submitted its report to the plenary of the House of Representatives for approval.

Committee chairman and Manila Rep. Manuel Luis Lopez said under the measure, the Metro Manila Council will be mandated to harmonize and adopt ordinances that shall have the full force and effect of law in Metro Manila.

House Bill 8770, authored by Marikina Rep. Bayani Fernando will provide a mechanism to allow local government councils in Metro Manila to participate in the crafting and issuances of the metro-wide ordinances.

The MMDA will be tasked to formulate rules and regulations and enforce ordinances limited to the scope of its services.
