Ruffy Biazon counters Garbin: No ConAss yet


Ruffy Biazon shot down the remarks of Ako Bicol Rep. Alfredo Garbin that his House of Representatives committee is already sitting as the special body that will introduce changes to the 1987 Constitution.

Garbin made the bold claim during the hearing of the House Committee on Constitutional Amendments on Wednesday, January 13, where he said that the body is now effectively a Constitutional Assembly simply by tackling Resolution of Both Houses 2.

“I disagree. The Committee is comprised only of select members of the House. Actions of the Committee are subject to the approval of the Plenary,” the Muntinlupa congressman said.

“Therefore, they cannot claim to be the Constituent Assembly. This is starting off at the wrong foot,” he added, referring to fresh efforts for charter change.
