With speakership row settled, Ruffy Biazon says 2021 budget approval stages must be completed


The House of Representatives should follow the correct process of approval for the proposed 2021 national budget, Muntinlupa Rep. Ruffy Biazon said Tuesday, October 13.

Biazon, a vice chairman of the House appropriations committee, said the chamber must ensure that the stages for approving the national budget are followed and completed: from the deliberation and termination of debates for each agency, to the turno en contra, the opening and closing of the period of committee and individual amendments, until the voting on 2nd and 3rd reading.

“These corrections to the budget process, as well as the completion of the said process, must be done within the timetable given to the House for the timely passage of the GAB (General Appropriations Bill),” he said in a statement.

Last week, the House prematurely approved on second reading the ₱4.5-trillion GAB when House leaders allied with Taguig Rep. Alan Cayetano unilaterally forced a viva voce vote, with the ayes prevailing over the nays. The House then immediately suspended session until November 16.

Biazon earlier sponsored the budget proposals of six agencies, including the Department of Science and Technology, the Philippine Drug Enforcement Agency, the Dangerous Drugs Board, the National Intelligence Coordinating Agency, and the Philippine Postal Corporation.
