Bistado! QCPD arrests fixer near city hall

The Quezon City Police District (QCPD) arrested on January 22 a woman allegedly acting as a fixer for city hall transactions.

Adelfa Andres was caught in an entrapment operation following a complaint by Elmer Garcia, operations manager of ARAW Transport Service Cooperative.

Garcia said in his complaint before the QCPD Criminal Investigation and Detention Unit (CIDU) that Andres introduced herself as Zenaida Balingit and claimed that she had the “right connection” with the city hall’s Business Permits and Licensing Department.

The complainant said Andres asked him for P25,000 in exchange for the processing of the cooperative’s business permit, which was exempted from local taxes and fees.

Andres is facing charges of robbery-extortion.She is now under custody of the QCPD.
