The local government of Valenzuela has signed a deal for the development, management and operation of the No Contact Apprehension Program (NCAP) in the city.

The program will will utilize CCTVs, certain equipment and applications to capture images and videos of motorists and vehicles violating traffic laws, rules and regulations. Motorists caught violating traffic rules via CCTV will be issued notices specifying the date, time, place, and traffic violation committed.

Mayor Rex Gatchalian recently signed the Joint Venture Agreement (JVA) on the city’s behalf with QPAX Traffic Systems Incorporated CEO Manolo Ona.

Equipment for the NCAP will be installed starting July along the busiest intersections of the city.

Gatchalian said all revenues driven from the program will go to a trust fund to be used for the medical expenses of dialysis patients in the city.
