Mga pasaway! Ruffy Biazon scolds Skyway in House hearing

The toll road operator got a major dressing down from lawmakers and even their regulator.

Muntinlupa Rep. Ruffy Biazon joined forces with fellow solons from Southern Metro Manila in digging into Skyway’s plan to mandate motorists to install the no-contact RFID payment systems on their cars.

Biazon, together with Rep. Gus Tambunting of Parañaque and Rep. Jesulito Manalo of Party List Angkla, grilled Skyway executives before the House Committee on Metro Manila Development on the issue.

“Users of the Skyway were alarmed when Skyway suddenly posted signs that Sucat and Bicutan exits would be exclusively for RFID users only ‘soon,’” Biazon said.

It was then found out that Skyway officials never had a public consultation on this plan. Worse, they have not sought recommendation and even permission from the Land Transportation Franchising Regulatory Board for the major change.

Still, the toll road operator thinks they can still get away with it.

“Skyway maintains that they have the discretion to limit the exits to Skyway users. I maintained that their policy is discriminatory and goes against the public interest where users should have the right to use Skyway and go out at the said exits paying cash,” Biazon added.

“This would be the second time that Skyway has implemented or initiated the introduction of a new scheme without conducting public consultations. The first one resulted in a huge and costly mistake. We took the initiative now to prevent another.”
