Ruffy Biazon: NAIA runway closure shows gov’t lacks disaster playbook


The runway mishap at the Ninoy Aquino International Airport (NAIA) last week, which caused the cancellation of hundreds of international and domestic flights, showed authorities do not have what Muntinlupa City Rep. Ruffy Biazon calls a “disaster playbook.”

In a tweet posted Monday, Biazon explained that a disaster playbook “theorizes all possible incidents at NAIA and prepares templates for response.”

“It’s a critical component of managing a vital installation like an airport,” he said.

For almost 36 hours beginning August 17, NAIA’s primary runway for twin-aisle aircraft was shut down after a Xiamen Airways plane skidded towards the ground.

Normal runway operations resumed Sunday, though several passengers said they were still stranded and waiting for flights.
