Lagot! Lawmaker proposes P1M fine for colorum operators

Angkla party-list Rep. Jesulito Manalo doesn’t think the current P6,000 fine for owners of colorum public utility vehicles (PUVs) is enough to deter them from continuously operating.

So Manalo filed House Bill 4086 that, when it becomes a law, will slap colorum operators up to P1 million in fine and an imprisonment of six months to six years.

Manalo noted the numerous accidents involving non-franchised PUVs not just in Metro Manila but also in the provinces.

“One of the patent causes of these accidents is the unabated and blatant operations of colorum or unauthorized public motor vehicles, which are considered menaces that contribute to the worsening traffic problem,” the lawmaker said in a statement.

Under HB 4086, the owner and operator of a colorum vehicle shall be meted out the penalty of six months to six years in prison.

This is on top of the fine of P1 million for colorum buses; P200,000 for UV Express; taxi, P125,000; and jeepney, P50,000.

The driver’s license of the person found to have been driving the colorum motor vehicle, will also be confiscated and suspended for a period of twelve months for the first offense and perpetually revoked for the second offense.

The colorum motor vehicle used shall likewise be permanently confiscated by the LTFRB, according to the proposed law.
