Mayor Oscar Malapitan did not rest until officials at the Caloocan City Hall find the mother and son caught in a now-viral video throwing their trash into floodwaters.
The politiko gave stern orders to the City Environment and Management Department: they must pay a fine, do one week of community service, and undergo a seminar on waste management.
They were eventually identified as Ma. Elena Paras and Ian Paras, residents of Barangay 69.
