Kabayan solon seeks drug testing for winning barangay/SK officials
Kabayan partylist Rep. Ron Salo on Monday asked the Department of the Interior and Local Government to conduct random drug testing on winning barangay or Sangguniang Kabataan officials to ensure “drug-free” villages.
“I congratulate all the winners in today’s barangay elections. In order to ensure that our winners are drug-free, I call on the DILG to immediately conduct a nationwide random voluntary drug testing for barangay and SK officials who get proclaimed as winners in today’s elections,” the congressman said in a statement.
Salo said election victors m”ust set good example by submitting themselves to drug testing procedures to inspire confidence among their constituents both those who voted for them and those who did not.”
“Only law-abiding citizens can hold public offices,” he argued.
“This call is consistent with Republic Act 9165 Section 36(d) which authorizes random drug testing of current or incumbent officers and employees of public offices. It is a provision that was not voided by the Supreme Court in its decision on November 3, 2008,” Salo said.
“Maaari ang ganitong uri at proseso ng drug testing. Pinapayagan ito ng batas. Walang nilalabag na batas sa ganitong paraan,” he said.
Drug testing using urine samples are easy to cheat, according to Salo.
“The drug test the DILG should use is that which requires hair samples,” he said.
“Mahirap dayain ang hair sample drug testing. Kahit magpakalbo sila, marami pa naman ibang parte ng katawan na puedeng kunan ng hair sample, tulad ng kilay, pilik-mata, bigote, at balbas. Medyo kaduda-duda na kung todo ahit o wax off sila ng lahat ng kanilang buhok,” he said.
