Sherwin Tugna would’ve voted no to a P1,000 CHR budget

Is he too late to be a hero?

Citizens’ Battle Against Corruption Party-list Rep. Sherwin Tugna said he would have opposed the P1,000 budget given by his colleagues to the Commission on Human Rights (CHR) if he were present during the plenary session.

He said he came in late and was not able to register his vote. But that plus one would still not outweigh over a hundred congressmen who wanted to put CHR in a bind.
