Bawal yan! Muntinlupa city gov’t spends gender funds to pay for allowances

The Muntinlupa city government spent P73,400 from its gender and development (GAD) fund to pay for its employees’ allowances in 2015.

In a 2016 report, the Commission on Audit (COA) said these ineligible expenses worth P73,000 were improperly charged to the GAD fund.

Auditors said allowances worth P34,200 and allowances for other professional services worth P39,200 for a total of P73,400 were charged to the GAD fund but recorded under Other Bonuses and Allowances and Other Professional Services.

Auditors said the GAD fund is not allowed to be spent for allowances.

“Payments of allowances or honoraria to the GFPS members and other City Government employees working on their respective GAD programs are not allowed under the GAD Fund,” auditors said.

The COA urged the city mayor Jaime Fresnedi to require the head of the Accounting Office to stop using the GAD fund to pay for the allowances and honoraria to city government personnel.

The COA also ordered to refund the allowances not due to the government officials.
